At its heart is the Provincial Capital Complex. This complex of buildings neighbors two educational facilities with the Bataan Peninsula State University at the North side, and the University IT Town Center at the South. The Provincial Capitol Complex is currently home to an Auditorium and Convention Center, the Capitol Building, the Justice Hall, and a community park. Currently, all of these buildings are not legibly connected other than by road networks, denying locals of a functional and pedestrian-friendly connection. The development is envisioned to be a place where the government meets the people. The current pathways disconnect the two areas of development. By reinvigorating the landscape, our proposal aims to emphasize informal circulations and encourage direct interaction between the provincial government and the Bataeños. The complex aims to be a center where culture, commerce and community come together. Cities are defined by the quality of their public spaces therefore, the multipurpose building - Mediatheque - would be an essential addition to the Barangay, programmed to accommodate the needs of the people, while fostering ties in the neighborhood. The Mediatheque will feature a two-storey library, outdoor and indoor coffee shops, and public assistance offices. The building aims to encourage interaction amongst peers, creating a balance between leisure and work. It aims to fulfill an essential need of the people of Bataan, providing versatile spaces for different activities.

The proposal seeks to build two parallel gardens — the Philippine Pavilion at the La Biennale di Venezia and one in the barangay of UP Village — connected through a virtual portal that enables us to show what Filipino gardens are like to the world. This, in turn, shines a light on the need for hyper local community gardens and the lack of available open public spaces in one of the world’s densest and most crowded cities. 'Bakuran at the Biennale' is a recreation of a Filipino garden that allows us to define and share the structure and elements that make it so. It explores the origins and concepts behind what a Filipino garden is and identifies it as a vital space that can be shared with the Filipino diaspora community. It is a showcase of our country's rich tropical heritage and a touchpoint for our countrymen abroad. 'Bakuran sa Bawat Barangay' will feature a pilot project in Barangay UP Village that allows us to catalyze the formation of vital community gardens to strengthen our barangays and promote awareness about nature and public space for the people who need them most. It will highlight the cost effectiveness of these pocket gardens and benefit the benighted communities where some children grow up without ever experiencing what a garden or public space is. It is an exhibit that embraces our social roots and brings in the underprivileged through upliftment.

Architects have a unique role to play in this crisis. They are makers and designers who sit at the crux of the building community and are able to tap into various resources and ideas. This pandemic required a planning mindset much more than a solutions-driven one. It required the team to foresee and project possibilities and to look at a more systematic response needed by our communities. As cities grew empty and hospitals reached full capacity, architects around the world pondered on their role in the fight against Covid-19. Confronted by the challenge of containment, William Ti and Dr. Glenn Angeles collaborated with Maj. Carmelo Jaluague and Maj. Banjo Torres Badayo of the Armed Forces of the Philippines to quickly mobilize the construction of an Emergency Quarantine Facility (EQF). The WTA x Boysen Pavilion from the recent Anthology Festival in Intramuros was a viable design for a quarantine facility for the overflow of PUIs in hospitals. The Emergency Quarantine Facility (EQF) embodied speed, scalability and simplicity in its structure. Prescient and purposeful, the pavilion consisted of an adaptable wall system that can transform into short-term relief spaces we might require in times of increasing uncertainty. Built with wood and enveloped in plastic, the original pavilion was rapidly redesigned and repurposed into a 6m x 26m rectilinear facility equipped with 15 beds, two toilets, a shower, a testing box and disinfecting areas. The EQF, a brainchild born out of ideas of ephemerality and impermanence, is a temporary structure aimed at augmenting the capacity of our hospitals. Strategically planned to limit cross-contamination, patients and healthcare workers have designated entries and airflow is directed downwind from front to rear to prevent recirculation. As the largest gathering space for the Filipino people, its architecture seeks to be a profound expression of multiple possibilities and diverse spaces. The PIEC, with its distinctive lines and form, is a celebration of global exchange and its waterfront location. It gracefully embraces the steadfast spirit of seafaring balangay boats that once crossed the rippling waves of the Philippine seas and brought our ancestors to these islands. The soaring 150 meter spanning central arches are an intricate showcase of design and engineering expressing the intricate geometry of unfurled sails formed by intersecting ETFE disc forms. These sails tower over the rippling roof forms that reflect the adjacent waters of Manila Bay and sit on a terracotta base that embodies the traditional "palayok" or clay pots. The PIEC seeks to transcend typological descriptions and pushes convention center design by creating a hub of multiple social interactions that allows it to be a constant place of exchange between visitors and locals. The 300,000 sqm structure sits on a 16 hectare site and consists of 3 primary levels, 5 intermediate floors, and a service basement. It features 8 main halls and 3 ballrooms that allow it to host multiple events and over 150,000 visitors. The arrival plaza is a 3,000 sqm park that leads into the central hall. This central hall houses a 1-hectare biome that features a lush tropical coastal landscape that showcases the rich biodiversity of the Philippines. The south side features a 3,000 square meter linear gallery that is permanently open to the public, creating a shaded portico for the community. It also allows for an open library that creates a quiet place shrouded by a lush tropical grove. The north side has over a hundred food and entertainment outlets with breathtaking al fresco views of the majestic Manila Bay sunset, ensuring that the PIEC will be not just an events venue, but a vibrant hub of human activity every day. It acts as a beacon for cultural exchange, where people from all walks of life can come together, share their experiences, and forge new connections. It is a space where every Filipino is welcome. The architecture becomes a living observation of intertwining dualities. It stands as a testament to the enduring legacy of the past, and as a springboard to define the future of Philippine architecture. The architecture of Artisan Tower relates with the majority of buildings in the village. It is important for the design to adapt to its site context to produce a sense of continuity of Salcedo Village’s character and not steal the place’s energy. Its design compensates the absence of good views by transfiguring its floor plates to properly direct the interior spaces to interesting vistas. At the tower’s ground level is a ten-meter high community space that serves as an annex for the open and community spaces in the vicinity where people can gather.
