The design integrates different needs and demands into one structure. WTA recognizes that given the building’s height, there is responsibility involved in designing a visually significant building. Beyond its programmatic and spatial characteristics, it can provide a framework for emerging communities. The city hall will stand as an architectural salute to Manila’s heritage and a public focal point for a reestablished community. Representing not only a visual re-imagining of Manila’s identity but a physical continuation of the town’s history. Our hope is that this town hall is not only an effective seat for the local government but a space that celebrates Manila’s history and establishes an enduring symbol of local identity. As they stand, the city hall is a government building. We have an opportunity to reimagine it as a space for representativeness, spatial quality, functionality, flexibility, comfort and sustainability. The City Hall should be responsive to the local climate of Manila. Borrowing from both tropical design concepts and the wind mechanisms of the Vinta, the city hall strategically arranges elements in buildings and structures to respond to specific conditions of weather, sun and climate prevalent in the Tropic Region.

The design aims to provide security and privacy as well as a shade from the strong tropical sun by incorporating vertical operable shutters throughout the home. The façade of the house was designed with operable shutters that creates a well-illuminated entrance and hallway to the bedrooms when open as well as creating a more playful façade when closed. The rear side of the house was designed to maximize the beautiful view of the place. It follows the slope of the site and integrates a tiered garden, which emphasizes the original site contours. Operable shutters were also incorporated in order to provide sufficient shade and privacy when needed. Taking inspiration from the observed natural environment of Caliraya and its playful terrains along with natural creeks that sprawl within its vast lands, the intention was to create a space that blends and harmonizes with its setting, creating a place of belonging with ones surroundings. Similarly, the interiors of the house revolve around mimicking its observed natural environment. Taking inspiration for this, forms are deconstructed and polished for application in the human scale. Natural elements like wood and water add warmth and life while terraneous cleft limestone accents bring the outdoors and earth elements in. The interior dons natural wood as its primary finish to contrast the hard finishes within the house and cool climate of Caliraya. At its heart is the Provincial Capital Complex. This complex of buildings neighbors two educational facilities with the Bataan Peninsula State University at the North side, and the University IT Town Center at the South. The Provincial Capitol Complex is currently home to an Auditorium and Convention Center, the Capitol Building, the Justice Hall, and a community park. Currently, all of these buildings are not legibly connected other than by road networks, denying locals of a functional and pedestrian-friendly connection. The development is envisioned to be a place where the government meets the people. The current pathways disconnect the two areas of development. By reinvigorating the landscape, our proposal aims to emphasize informal circulations and encourage direct interaction between the provincial government and the Bataeños. The complex aims to be a center where culture, commerce and community come together. Cities are defined by the quality of their public spaces therefore, the multipurpose building - Mediatheque - would be an essential addition to the Barangay, programmed to accommodate the needs of the people, while fostering ties in the neighborhood. The Mediatheque will feature a two-storey library, outdoor and indoor coffee shops, and public assistance offices. The building aims to encourage interaction amongst peers, creating a balance between leisure and work. It aims to fulfill an essential need of the people of Bataan, providing versatile spaces for different activities.

It is bounded by Juan Luna St. on the east side, CNC Investment Building on the south side, Muelle de Binondo on the west side, and a small alley along an adjacent empty lot on the north. Appearing over the skyline, Chinatown Oasis is the fusion of form and function. Hotel and restaurants area are merged by garden amenities to cater to hotel and condominium tenants. The tower’s geographical center is transformed into its own plaza, complete with its own amenities and leisure activities.
