It is bounded by Calero Street which connects the downtown plaza of Balanga with the proposed future city center site along Enrique Garcia Sr. Avenue which connects to the provincial highway. The existing terminal structure is currently one of of not the biggest structure in Balanga. It is a 3-storey structure that dwarfs most of the surrounding properties. Current site conditions show a lack of pedestrianoriented planning and human scale. This mechanical and alien development has created a kind of termination for Balanga’s northward expansion. Priority is given to vehicular traffic and convenience rather than to passenger safety and comfort. This upended organizing principle coupled with the openness of the surrounding landscape has given rise to a noise-polluted and barely walk-able development. The program calls for the development of an integrated central bus and jeepney terminal for Balanga and Bataan. Together with this terminal, a convention center and commercial retail center is to be developed. A 112-room business hotel will also be developed to support these programs.

It is a singular project that has many facets that make it interesting, and it is the totality of these facets that make it such a great building. So for WTA Architecture and Design Studio’s design entry, the building needed much thought. It was not just a symbolic piece of architecture, but a working institution. We have used the idea of courts as the starting point for the Supreme Court Building. The various programs are arranged around and connected with a series of courtyards that serve as the primary organizing system. These courtyards allow us to create order and spaces to accommodate shifting numbers of people as well as shorten the distances and travel time between various divisions. The site lies within a community fragmented by walls and boundaries which dominate the landscape. We have been able to use this separation to inform our design process and allow us to give something back to the community by creating connections and catalyzing the growth of the surrounding barangay. The social aspect of our design works beyond our site and emphasizes sight lines, pedestrian connections, preserved green spaces, and public spaces that redefine the urban relationship between the surrounding communities. It is a public-friendly space for people to interact with. The Supreme Court has to be incredible. It has to offer something inspiring and be an aspirational pinnacle for the people in the spirit of supreme courts and institutions around the world that are typified by domes and pillars as symbols, not of raw power, but enlightened authority. Symbolic elements have been streamlined yet traditional forms were retained. The domes allow us to present the idea of a very Filipino gentility that embraces justice tempered with wisdom and compassion. Domes have a much smaller surface exposure than a rectilinear structure and allow for greater passive cooling and thermal insulation as well as air penetration on site. It is an art-inspired cradle of BPO Campuses and retail outlets integrated with an extensive park and informal art center. At its heart is a dynamic and vibrant activity center that pumps life around the whole development through nature and creative pursuits. The activity center, serving as the courtyard, links every program together by providing access to the different parts of the park clusters. Deriving inspiration from the arts, the amenities are designed to accommodate various arts festivals and events. Its inspiration also translates to its form. The mini plazas are designed as the musical instrument they represent. The commercial building, on the other hand, is clad with a dynamic lighting system that shows real-time sound frequency around the development. This commercial mixed-use development espouses a minimalist basic form that enriches the surrounding towers by creating a huge elevated mid-level green square on its deck. With a gross leasable area of 94,000 square meters over an 8,300-square meter prime property, it envelopes a diverse commercial program comprised of offices and retail, events and sports facilities, and an urban park and food exposition in an adaptive volumetric space. The cubic form stands in stark contrast to the existing and future point towers of BGC - adding an iconic character to the structure. This form also maximizes the allowable floor - area ratio to a much lower height and entails huge floor plates that allow flexibility in office and retail planning as well as multiple connections that create a stronger core centrality. This centrality increase activity and maximizes foot traffic by allowing seamless and convenient travel throughout the complex. To make the massive block permeable, an urban valley is created in the base levels. This attracts activities and foot traffic while functioning as the main public space of the building. On all sides of the upper floors, campus deck that serve interactive flexible spaces with various activities create punctures to the facade. A solar well is also integrated to allow filtered and indirect natural light into the structure's core. On top of it is a cooling pond that acts as a wading and reflecting pool of the urban parl. More than a frame for the museum’s art prints, it brings to the country a spatial experience of El Museo del Prado through an implied formation of its arches and vaults – walking through the series of the travelling exhibit modules is an interpretation of wandering through the vaulted galleries of El Museo del Prado. Moreover, as it provides shade and visual interest through its sail-like canopies positively reminiscent of familiar umbrellas, it appeals to the sensibilities of the Filipino people. It is elegant yet approachable; fresh yet familiar. It brings the institution closer to the public. The concept of this traveling exhibit takes the basic elements of a museum and creates a module adaptive to the streetscape. Through a modular design that is both visually and functionally derivative of the Museo Nacional del Prado, the project achieves its goal of giving the public access to the museum’s rich collection of art.
